Focus on the proposal: waste recycling urgently needs legislation

After 1996, China's paper industry has achieved rapid development, and has reached the production level of developed countries. Now domestic paper has successfully replaced imported paper. However, waste paper, the main raw material for the production of domestic paper, must also rely on a large number of imports. The transformation from imported paper to imported papermaking raw materials has saved about 2/3 of the foreign exchange for the country, but we can't meet this, because there is still 1/3 of the foreign exchange used for imported papermaking raw materials

China attaches great importance to environmental protection, but it has not done enough in waste recycling. It is estimated that cities can avoid the situation that the valley value is close to or zero to some extent. The reusable components in solid domestic waste are mainly waste paper, plastic, glass, metal, etc., of which waste paper accounts for 35% - 40%. If we do not do a good job in waste recycling, it will not only cause a waste of resources, increase the cost of waste disposal, but also cause secondary pollution and affect our living environment. According to statistics, China imported 3.71 million tons of waste paper in 2000 and 6.42 million tons in 2001, but a large number of domestic waste paper has not been effectively recycled and has been incinerated or landfilled as garbage

the United States has enacted waste disposal legislation since 1965, and has implemented a series of recycling regulations and environmental protection measures. The waste paper recycled every year in the United States not only meets the domestic demand for paper raw materials, but also exports a large amount, becoming the country with the largest export of waste paper in the world. In 2001, the United States recycled 42.505 million tons and exported 9.555 million tons, most of which were exported to China. Japan's waste recycling legislation began as early as 1967, and a perfect waste recycling system has been established in the form of government subsidies. In 2001, Japan exported 1million tons of waste paper to China. China's import of waste paper has accounted for 70% of the total import of waste paper in Asia. With the rapid development of the national economy, the level of 0.2/1000 paper and paper used for packaging will increase year by year. If domestic waste paper is not recycled well, China's paper industry will fully rely on western countries to provide raw materials, which is the potential biggest crisis for the development of China's paper industry

member Zhang Yin suggested that we must start now and hope to get the attention of the government and legislate as soon as possible. We should refer to the successful examples of developed countries. The central government should set up special agencies, set recycling goals, and improve recycling channels while planning to legislate on waste recycling with an inspection and testing center of more than 1000 square meters. At the same time, all localities should give full support and cooperation to build a recycling system. In addition, we should also learn from the current better operation mode in foreign countries, change the concept that the government should be responsible for waste treatment, develop waste recycling into an industry, and cooperate with experienced enterprises to form a one-stop process of waste recycling, processing and utilization.
